The project was planned to connect Gyeongsangnam and Jeollanam Provinces, and ensure the transportation capacity needed for increasing transportation volumes following the development of the Gwangyang Port.

Total project length was 8,308m, with 2,588m of earth works, 11 bridges (length 1,349m), 4 tunnels (length 4,375m), and 1 station. Optimal route was selected, and measures to prevent noise and vibration, and ensure minimum (50m) sight distance were established. Future development plans, urban plans, and other related plans were also used to improve the design.
