Sambo Engineering performed design services for this project after submission of the successful bid together in a joint operation with Daewoo Construction. The design goals were set for minimizing public opposition, improvement of constructability, reduction of project costs, protection of the environment, and ease of safety maintenance. The project section, total length 9.99km, was located between Geumcheon and Deongnae Districts in Busan Metropolitan City, and the main structures on the route were Mandeok 1st and 2nd Tunnels.

As the original plan contained a risk of damage to cultural artifacts and the environment, it had met with fierce public opposition. The project route was modified so that it would avoid the Geumjeong Mountain Fortress, and other aspects were also improved to minimize impact to the groundwater and hot water fountains in the area. In addition, the drainage installations inside Mandeok Tunnel were improved, and tunnel safety was verified using disaster simulations.
