Even after the construction of Busan Subway Line No. 1 was completed, congestion still concentrating on the main arterial roads in Busan. Consequently, The Busan Transportation Corporation established a basic plan for the construction of Line No. 2 for the subway. In addition, the new subway line was needed to help alleviate heavy traffic congestion on the east-west routes, and help with balanced development.

The alignment proposed in the basic design and plan was studied and its feasibility was reviewed, enabling the establishment of an economic, safe and functional subway line. Structures were designed and built with high quality materials. Sambo Engineering carried out basic planning for the 2,170 m long section located between Munhyeon Rotary and Pukyong National University. Main structure on the section included Munhyeon, Jigegol and Moggol stations.
