[Basic Design for Privately Funded Seoul - Munsan Expressway]

The Seoul - Munsan Expressway is included in the National Traffic Network plan, and will connect the Pyeongyang area to the Seoul Metropolitan area through the shortest possible route. The project was necessary to provide an arterial road to achieve balanced regional development. The project was promoted within the wider plan to improve relations between North and South Korea, and to begin investment in the creation of a road network to support increasing exchages between the two countries.

Traffic volumes between North and South Koreas are expected to increase with the active land development project, and a need for a traffic network between Seoul, Paju and Munsan areas has arisen. The project road will provide a connection between Munsan and Seoul, reducing transportation times in the region. In addition, it will become a part of the Seoul, Goyang, Ilsan and Paju road network, and contribute to regional and balanced development.

Original studies (June 2001) showed low economic feasibility for the construction of Seoul Munsan Expressway. However, a new study in December 2002 found the economic feasibility for the project o be high.
