 The project aims to strengthen the road network between Seochang Junction and Jangsu Interchange. By diverting the long-distance expressway traffic, as well as traffic passing through the region, it will help reduce congestion, and ensure better flowing traffic.

 The project length was 3.58 km, with a road width of 20 m (4 lanes each direction), 4 bridges (total length 1,660 m), and 2 interchanges. It will reduce the required travel length for the vehicles travelling towards Incheon on the Seoul Ring Road and 2nd Gyeongin Expressway, and vehicles travelling towards Wolgot on the Yeongdong Expressway by 10.8 km. Toll fee was set at 1,700 Won, approximately 1.5 USD.
