The long-term need for Guri LRT system, identified in the "Medium and Long Term SOC Private Funding Plan (2002-2011)", led to the review of the project's viability. The economic and project viability analysis was performed through the carrying out of traffic volume study, demand forecast, Seoul Subway plans and route alternatives, and calculation of construction and operation costs.
